1．Background and Objectives
1. 背景と目的
Interest in the contribution of cultural heritage to building resilient communities has been
growing in recent years. For many years, professional in the heritage field focused primarily
on the value of cultural heritage per se, developing strategies to narrowly protect the physical
cultural heritage in times of disaster. At the same time, the disaster risk reduction field
focused primarily on immediate concerns of saving life and property in times of disaster
without thinking about the role that culture and cultural heritage might play in strengthening
community resilience.
災害に強い地域社会の構築に文化遺産は如何に寄与し得るであろうか。この
ことに、近年、関心が高まっている。長い間、遺産分野の専門家は、文化遺
産の価値それ自体に一番の重きを置き、災害時も形ある文化遺産の保護だけ
を考えた戦略を発展させてきた。同時に、防災分野は、人命と財産を救う目
前の課題に注視し、地域社会を災害に対してより強くするうえで文化や文化
遺産がはたし得る役割を考えることはなかった。
In January 2005, UNESCO, ICCROM and the Agency for Cultural Affairs (ACA) in Japan
hold the Thematic Session entitled "Cultural Heritage Risk Management" within the 2nd UN
World Conference on Disaster Risk Reduction (WCDRR) organized at Hyogo Prefecture in
Japan, in cooperation with the Ritsumeikan University (Japan) and other partners. For the first
time, the issue of integrating protection of cultural heritage into larger disaster risk reduction
efforts was discussed.
After 10 years since the event, the 3rd UN World Conference on Disaster Risk Reduction
(WCDRR) will be held from 14 to 18 March 2015 at Sendai City, Miyagi Prefecture in Japan,
that was one of the affected cities by the Great East Japan Earthquake, in order to assess
and review the implementation of the Hyogo Framework for Action and to adopt a post-2015
framework for disaster risk reduction.
UNESCO, ICCROM, ACA, and the National Institutes for Cultural Heritage (NICH) in Japan,
will organize a series of events entitled "International Expert Meeting "Cultural Heritage adn
Disaster Resilient Communities" before and during the 3rd WCDRR, which consists of the
following meetings, symposiums and site visit;
2005年1月に開催された国連防災世界会議（於：兵庫県神戸市）では、ユネ
スコ（国連教育科学文化機関）、イクロム（文化財保存修復研究国際セン
ター）、文化庁が、立命館大学等と協力してテーマ別会合「文化遺産のリス
ク管理」を開催した。これは、より広範な防災の取り組みに文化遺産を組み
入れるべき必要を論じた最初の機会となった。

10年を経て、2015年3月14-18日には、東日本大震災で被災した都市の一つ
である宮城県仙台市で、第３回国連世界防災会議が開催される。この会議で
は、兵庫行動枠組みの評価と見直しが行われ、2015年以後の防災枠組みが採
択される予定である。
ユネスコ、イクロム、文化庁及び（独法）国立文化財機構は、第３回国連世
界防災会議の前及び会期中に、下記の行事から構成される国際専門家会合
「文化遺産と災害に強い地域社会」を開催する。

This International Expert Meeting aims at taking stock of the current situation about the
cultural heritage disaster risk reduction and discussing ways to move forward according to the
post-2015 framework for disaster risk reduction to be adopted during the 3rd WCDRR.

Roles of Cultural Heritage in Understanding Disaster Risk
Cultural heritage has deep links with traditional land use, traditional construction
technologies and other local knowledge systems, which are the results of centuries of
slow adaptation to the hazards that affect local environments. The session 2 aims at
considering expected roles of cultural heritage in understanding existing risks and
likelihood of creating new risks.
