自動車の生産・使用が世界各地で増加する21世紀の社会では、
先進諸国・開発途上国を問わず自動車の利用が引き起こ
す環境問題・廃棄物問題など様々な問題が起こっています。
この問題に対して自動車産業従事者はもちろんのこと、
市民や行
政と共に、
地域や国家をあげて地球規模での循環型社会への真摯な取り組みが急務となっています。
こうした環境に鑑み、
日
本はもとより、世界各国の自動車リサイクル事業者の参加を得て、
自動車リサイクル事業の様々な問題点を検討し、
その結果を
地域や国家さらには地球環境の改善や資源の有効活用への還元に貢献すべく本IRT国際会議を計画いたしました。
IRT国際会議は、
2005年にベルギーのブリュッセルにて初開催、
2006年に米国ラスベガスで第2回のIRT国際会議が開催さ
れ、
続く第3回目は東京・有明で開催されました。第8回目となる今回のIRT国際会議は、
各国の自動車リサイクル事業者の心温
まる支援の下、
2011年3月の東日本大震災を乗り越えて再びわが国、
北海道・釧路市にて開催となったことは喜ばしい限りです。
国際会議の会場は雄大な自然に恵まれた晩秋の北海道・釧路市であり、
北海道の豊かな自然と旬の食も堪能されることを願っ
ています。
In the 21st century, car production and use of car increase in our earth. Various issues related to environment and
waste management have surfaced regardless of advanced nations and a developing country.
For correspondence of the issues, auto industry people need earnest action working with citizens, local community
and government in every part of the world to establish sustainable recycling society.
Therefore, automotive recyclers from Japan and other countries are gathering to the IRT Meeting in Kushiro city to
discuss various issues of the auto recycling industry for contributing to local community and government as well as
effective use of resources and improvement of global environment.
The 3rd IRT was held in Japan (Tokyo) in 2007, it is a great pleasure that the 8th IRT is held again in Japan
(Kushiro, Hokkaido) under heart-warming support of the automotive recyclers all over the world, overcoming the
Great East Japan Earthquake of March, 2011.
During the IRT meeting, Kushiro is late autumn blessed with great nature, I hope indeed that all of you enjoy
seasonal foods and rich nature of Hokkaido.

釧路市は、
「釧路湿原」
「阿寒」の二つの国立公園をはじめとする雄大な自然に恵まれた北海道の東部、
太平洋岸に位置す
る東北海道の中核・拠点都市として、社会、経済、文化の中心的な機能を担っております。
この恵みを与えてくれる自然環境の
保全や環境調和型の循環社会実現に取り組むこの釧路で、
自動車に関わる環境問題やエネルギー問題を語り合う本国際会
議「IRT2014」が釧路で開催されることは東北海道ばかりでなく、
北海道全体にとってもたいへん有意義なことと思います。
とり
わけ、
北海道に暮らす人々の重要な交通手段である自動車の保有台数は３５０万台以上におよび、
その中で発生する使用済
自動車：ELV（End of Life Vehicle）
のリユースやリサイクルの重要性は益々高まっています。
特別天然記念物「タンチョウ」や阿寒湖の「マリモ」
をはじめとする世界的にも貴重で魅力あふれる釧路は、
環境と調和した
国際観光都市として、
国際的な自動車リサイクル組織である全日本自動車リサイクル事業連合（NPO法人JARA）
が主催する
本国際会議を応援すると共に、
自然豊かな釧路の食材で美味な料理も堪能して欲しいと思います。
Kushiro is bearing the central function of society, economy and culture as a base city of the Pacific Ocean coastal
road located in the eastern part of Hokkaido blessed with great nature including two national parks, "Kushiro Moor"
and "Akan".
Kushiro that tackles the preservation of natural environment and aims realization of the environmental harmony
type recycling social. I regard that a meeting "IRT2014" is held in Kushiro which talks the environmental problem in
connection with cars and energy problem, together not only as the eastern part of Hokkaido but as very significant
to whole Hokkaido.
The possession number of 3,500,000 cars which are important means of transportation for people who live in
Hokkaido and action for reuse and recycling of ELV (End of Life Vehicle) is important day by day.
Kushiro has globally precious and full of charm including special natural treasure "Spherical moss", "Japanese
crane" and the Akan lake. While aiding the IRT meeting organized by JARA, Japan Automotive Recyclers
Association as an international tourism city harmonized with environment, I would like you to enjoy the delicious
dishes with the fresh foods during in Kushiro.

NPO法人全日本自動車リサイクル事業連合が主催する2014年自動車リサイクラーズIRT国際会議in釧路の開催、
心よりお
祝い申し上げます。
現在、
新興国を中心とする人口増加や所得の向上を背景に、
世界の自動車市場は急速に拡大していますが、
多くの国では
使用済自動車の受け皿となる産業インフラも十分に育成されておらず、
使用済自動車に起因する環境問題の発生も懸念され
ています。既に自動車リサイクルに取り組む各国の事業者が協力し、
リサイクル部品の信頼性の向上や適正な流通市場の形成
を通じて自動車の長期使用を促進するとともに、
さらに適正かつ確固たる自動車リサイクル制度の普及に取り組むことが重要と
考えています。
我が国では2005年に自動車リサイクル法を施行し、
多くの関係事業者のご尽力により、
質の高いリサイクルによる使用済自動
車の適正処理や、
リサイクル部品の利活用を通じた資源の有効利用が実現されているところです。全国有数の自動車リサイク
ル業者が加盟し、
自動車リサイクルの国際的な普及に取り組まれている全日本自動車リサイクル事業連合、並びに各国の自動
車リサイクル関係機関が参加し、
雄大な北海道・釧路市において、
第8回IRT国際会議の開催されたことは誠に有意義なことと
思います。
本国際会議の取り組みが、世界各地域における適正な自動車リサイクルの取り組みの拡大と持続可能な社会の発展に貢
献されることを期待しています。
I would like to cordially celebrate the IRT international conference 2014 for automotive recyclers held in Kushiro
which JARA organized.
Although the car market in the world is quickly expanded now because of the background of improvement in
income and the increase in population centering on a newly emerging country, the industrial infrastructure for ELVs
is not fully raised, either, we are anxious also about generating of the environmental problem resulting from ELVs in
many countries.
While the automotive recyclers in each country that already tackle automotive recycling under mutual cooperation,
and promoting the long-term service of a car through improvement in the reliability of recycled parts or formation of
the proper market, furthermore, it is important to tackle the spread of the proper and certain automotive recycling
systems.
In our country, Automotive Recycling Law was enforced in 2005 and we have realized effective use of resources
through the proper processing of the ELVs by high quality recycling and utilization of recycled parts with efforts of
many related recyclers & companies.
I regard that the 8th IRT international conference held in great natural Kushiro in Hokkaido is very significant with
participation of the NPO-JARA’s leading automotive recyclers in Japan that contribute to the international spread of
automotive recycling as well as participation of the each country.
I expect that this international conference contribute to expansion of the proper automotive recycling and the
development of the sustainable society in every corner of the earth.

「第8回自動車リサイクラーズIRT国際会議2014 in釧路」の開催をお慶び申し上げます。
本日は自リ法10年目の見直しの審議会開催日程が重なり、
欠席となりますことを深くお詫び申し上げます。
日本国の自然遺産の
宝庫 北海道釧路市に世界各国より多くの自動車リサイクラー・関係者の皆様が一堂にお集まりいただいたことに歓迎の意を表
するとともに、IRT国際会議での活発なる議論を期待しております。21世紀の世界経済では自動車リサイクル産業が重要視さ
れる時代です。環境保全に果たす大きな役割も期待されています。世界各国の業界団体とリサイクラーがともに協力して事業
連携を進め、
業界事業を通じ、
組織力を高めるための進化をお願いします。
日本ELVリサイクル機構は、
日本政府の窓口として2005年自リ法施行と同時に設立、
業界より集約した意見を社会に発信して
います。以後2007年から自リ法遵守の「フロン類・エアバッグ類適正処理の全国講習会」
を実施、
2013年から
「自動車リサイクル
士制度」
を創設しました。
経産省、
環境省、
自工会、
促進センター、
自再協など運営団体にご協力いただき、
関係者を対象にELV
の適正処理、
自リ法令教育と技術を習得することを目的に全国各地で「認定講習会」
を開催しています。近年は全国組織を活
かしたレアメタル・希少金属類の資源循環への取組や2014年6月からは「日本自動車リサイクル研究所」創設に向けた取組、
国
際マーケットへは「リサイクル部品普及の国際規格化」
を経産省の支援により計画するなど様々な事業を展開しています。
最後になりますが、
本日の準備にご尽力された多くの関係者の皆様へ御礼申し上げるとともに、
世界各国自動車リサイクラー
の皆様のご健康と事業の発展を祈念し、
「第8回IRT国際会議」へのメッセージとご挨拶といたします。
I am delighted at holding of "the 8th IRT Meeting 2014 in Kushiro on automotive recyclers".
I deeply apologize for my absence because of overlapping date with a council to renew 10 year automotive
recycling law. I express a welcome for gathering many automotive recyclers and working colleagues from every
corner of the world to Kushiro city, Hokkaido where is the treasury of the natural heritage of Japan. And also, I expect
the active argument during the IRT meeting.
The automotive recycling industry is importunate in the world economy in the 21st century as well as great
contribution to the environmental preservation. I hope evolution of the industry to heighten organization ability
through the common industrial activities, working together both industrial organizations and automotive recyclers in
the world.
Same as the automotive recycling law enforcement, the JAERA established in 2005 for a window of the Japanese
government to send messages collected from industry to Japanese society. From 2007, we enforced “Air-conditioner
refrigerant & airbag recycling training” and “Auto-recycler certificate program” was founded in 2013. We also enforce
“Authorized training program” in the country to educate proper processing of ELV and auto-recycling law for the
persons concerned by cooperation of interested governing bodies such as the METI & the Ministry of Environment
including JAMA, the Promotion center & JARP. We tackle recovery of rare metal resources taking advantage of
network in the country and from 2014 June, we plan establishment of “Japan auto-recycling research institute”,
furthermore to the international market, we plan "International standardization for recycled part promotion"
supported by the METI and other programs we also develop.
End of the message for "the 8th IRT Meeting 2014 in Kushiro on automotive recyclers", I appreciate to the persons
concerned who exerted preparation of the meeting, I pray good health and business development for all automotive
recyclers in every country in the world.

IRT開催おめでとうございます。
一般社団法人日本自動車リサイクル部品協議会（リ協）
は、
自動車リサイクル部品の流通に携わる全国の業者団体12団体
500企業によって構成された連合組織です。
リ協では、
早稲田大学環境総合研究センターと共同でリサイクル部品の利用によるCO2削減効果を数値化し、
流通システム
と連携したCO2削減効果情報提供システム
「グリーンポイントシステム」
を運用して参りました。
地球温暖化や廃棄物問題などの環境問題は、
国境を越える問題です。
日本からも大量の中古車が海外へと輸出されていま
す。
そのため、
環境問題は、
日本だけで取り組めばいいという問題ではありません。
グリーンポイントシステムの実現は、
多くの方がリサイクル部品に注目するきっかけとなりました。本日のIRT国際会議が、
日本だ
けでなく、世界でグリーンポイントシステムのような取組みが展開され、CO2削減効果も大きく、高度な資源循環に位置づけられ
るリサイクル部品に対する注目が、
世界中に広がっていく機会になることを期待しております。
I would like to congratulate on holding of the IRT 2014 in Kushiro.
Japan Automotive Parts Recyclers Association (JAPRA) is a union constituted by 12 trade organizations and 500
companies in Japan engaged in circulation of automotive recycled parts.
JAPRA is evaluated CO2 reduction effect by use of recycled parts collaboration with Waseda University
Environmental Research Center and has employed the CO2 reduction effect information service system as a
"Green Point System" which cooperated with the distribution system.
Environmental issues, such as global warming and waste problem are problems exceeding the border. As a lot
of used cars are exported to overseas from Japan, therefore, an environmental issues are not the problems that are
necessary to tackle only in Japan.
Enforcement of the Green Point System became the opportunity to observe recycled parts for many people.
I hope the IRT meeting is good opportunity to be popular such a Green Point System all over the world that
contributes to the CO2 reduction effect and penetration of the recycled parts contributes to the effective resource
circulation.

On our earth, the increase of vehicle ownership is being enhanced every year, and the environmental problems
such as air and water pollution and energy problems in connection with automobiles appear notably. Especially, the
importance of reuse and recycling of End-of-Life Vehicles (ELVs) has been serious since over 4 million ELVs are
produced each year just in Japan. Furthermore, today's auto recycling industry requires high-level knowledge and
technology for automobiles more than ever due to the use of mechatronics and electronics.
In order to correspond to the change, the international organizations for automotive recycling, Japan Automotive
Recyclers Association and other associations in each country cooperating together to examine international
standard, certificate & training program at the IRT international conference is very significant.

世界各地で地球温暖化問題や環境汚染問題が深刻な今日、
私たち南太平洋諸島で暮らしている人々にとっても大変深刻な
問題です。特に、
フィジー共和国は人々の文化的な生活を支える自動車の台数は年々増加傾向にあり、使用済み自動車の適
正処理は早急に取り組むべき重要な課題と認識しています。
フィジー共和国は、
太平洋島嶼国における中心的な役割を担う人口85万人の島国であり、
友好国日本との貿易・投資や観光
事業等を通してこの関係をさらに強めて行きたいと考えています。世界一流のリゾートとしても名高いフィジーにおいて、
近い将
来は、
世界各国から自動車リサイクルのリーダーが集うIRT会議を我が国フィジー共和国にて開催ができればと願っております。
Congratulations on holding of the 8th automotive recycler’s international conference.
A global warming issue and an environmental pollution problem live in us the South Pacific islands, and are a
problem very serious also for people in every corner of the earth today.
Especially the number of the cars supporting a cultural life of people of the Republic of Fiji is increasing every year,
and it recognizes proper processing of ELVs to be an important issue which should be tackled immediately.
The Republic of Fiji is an island country with a population of 850,000 which plays the central role in the Pacific
Ocean archipelagic country, and I would like to further strengthen the relation and to go through trading and
investment, tourist industry, etc. with friendly nation Japan.
The Fiji, famous as a world first-class resort, I wish holding for the IRT meeting in our country where the leaders of
automotive recycling industry gathers from every country in the world in near future.

ます。ARAのメンバーやスタッフを代表しまして、今回の主催者である全日本自動車リサイクル事業連合に祝辞を述べたいと思います。そ
して、全世界の自動車解体業と自動車リサイクル業関係者の皆様が、共通の問題について検討し、意見を述べる機会を設けていただ
き、誠にありがとうございます。
IRTへの参加は本当に価値のあることです。
まず第1に、パートナーシップを通してグローバルな協力とコミュニケーションを強化する素
晴らしいチャンスを全世界の自動車リサイクル組織に提供しています。第2に、全世界で自動車リサイクルを促進するために協力して解決
する必要のある様々な問題やチャレンジを確認し、考える機会でもあります。
また第3に、IRTへの参加により、各組織の事業拡大や安全
ならびに環境保全についての認識を向上できると確信しております。互いに学び更に、
それを進めて行く中で自動車リサイクル産業の環
境保全への貢献が社会に一層深く理解され、
プロフェショナルな自動車リサイクル事業者としての事業拡大ができると思います。
世界の自動車リサイクル業者は、
自動車リサイクル部品の再利用を増やし、環境を保全するという共通の権益のために共に弾みをつ
けて行きましょう。私達は、
自動車リサイクル業界の直面している問題へのチャレンジなどを話し合う今回のIRT会議のために重要な役割
を果たし、
このようなface to faceの貴重なコミュニケーションの機会を与えてくださった全日本自動車リサイクル事業連合へ感謝を申し上

The Automotive Recyclers Association (ARA) is proud to participate in the 2014 International Roundtable on Automotive Recycling
(IRT) hosted by JARA in Kushiro. On behalf of its members and staff, ARA offers sincere congratulations to JARA, its Directors and
membership for their initiative. Thank you for making this opportunity available to automotive dismantlers and recyclers from across
the globe to meet and join together to consider and address issues of mutual interest.
Participation in the IRT is valuable for many reasons. First, the IRT provides all of the global automotive recycling organizations
represented with a great opportunity to strengthen cooperation and communication through partnership. Second, the IRT is an
opportunity to identify and consider issues and challenges that need to be solved as part of the overall cooperative effort to elevate
automotive recycling worldwide. Third, the partnership provided through participation in the IRT also allows each organization to
improve its knowledge about matters that impact growth, safety, and environmental protection. We learn from each other and, in the
process, improve public awareness of the contributions to environmental improvement made by the professional automotive recycling
industry and expand the opportunities for professional automotive recyclers to increase profitability and grow their business.
Automotive recyclers worldwide are bound together in common interest to increase the reutilization of quality recycled automotive
parts and protect the environment. As we address the opportunities and challenges facing the automotive recycling industry, we
congratulate JARA on its important role as host of the 2014 IRT and for making this vital face-to-face exchange possible. We are proud
to once again participate in this most important event.

On behalf of the Automotive Recyclers of Canada (ARC), I would like to congratulate the Japanese Auto
Recyclers Association (JARA) for hosting the 2014 International Roundtable on Auto Recycling (IRT).
ARC represents, through its Member associations, approximately 425 professional auto recyclers spread
throughout Canada. Traditionally, ARC has been involved with the exchange of information among Members across
the tremendous distances that make up Canada. But more and more, we are tackling issues of a national and
international perspective, which is where the value of the IRT can be seen. Through previous IRT’s we have found
other nations with similar issues and solutions. In fact several themes of problems and opportunities exist, and
these are the major discussion items for IRT 2014.
In addition to the information we will be taking back, we hope to provide the IRT delegates with information about
the Canadian marketplace. The marketing of Green Recycled Parts is quite advanced in Canada, and we hope to
share that information with everyone.
We look forward to further developing our association and business relationships with JARA Members and fellow
international delegates.
I look forward to spending some time in your wonderful city, and should your travels ever take you to Canada,
please let me know if I can help to arrange a tour of some of our professional auto recyclers.

境に考慮する欧州の自動車リサイクル事業者を代表しています。
私たちのミッションは次の通りです。

As Chairman of EGARA (European Group of Automotive Recycling Associations) it is an honour, gives me great
pleasure, to offer our best wishes from everyone here at EGARA, for the IRT 2014 being held in Kushiro.
Found in 1991, EGARA is the European umbrella association for the national associations of automotive recyclers
in Europe. As such, EGARA represents the professional, environment-conscious automotive recyclers in Europe.
Our mission is:
- to facilitate and develop the economic activities of European Automotive Recyclers
- to stimulate the development of environmentally justified working methods for the companies
- to encourage the use of automotive “Green Parts”
- to stimulate reuse and recycling of automotive materials
- to promote and encourage international cooperation
- to disseminate automotive recycling information internationally
- to encourage dialogue and closer ties with governing bodies
we believe that by working together on a world-wide global scale, our respective Associations become stronger
and can better represent the interests of auto recyclers, while looking after that associated environmental issues.
The automotive recycling sector appreciates the work being carried out by JARA, the sharing of the information and
new technologies in our industry will help us to become stronger, whilst working to approved and agreed standards,
bringing benefits with regard to health and safety, environmental, and commercial aspects. Through ongoing
dialogue with vehicle manufactures, and various government bodies we are already seeing improvements in safety,
environment, growth, and economic well-being. Long may this continue.

立されてから、
APAAはオーストラリアの自動車リサイクル産業の推進と発展に取り組み、
さらに国際活動も同時に行っております。
我々の活動の中で、最も力を入れているのはELV（使用済自動車）車の環境保全への対応と言えます。
これはオーストラリア国内
のみならず、
全世界の自動車リサイクルと関係するすべての方々のチャレンジでもあります。

The Auto Recyclers Association of Australia (ARAA) represents over 350 auto parts recyclers in Australia. Since
its inception in 2010, ARAA has been dedicated to promoting and progressing a professional automotive recycling
industry, primarily in Australia but also internationally.
A major focus of ARAA’s activities has been on the responsible environmental management of End-of-Life
vehicles. This a continuing challenge for all associated with auto recycling – in Australia and internationally.
Despite the challenges of distance, ARAA members have been active supporters over the years at many
international events and locations, as well as inviting international guests to our shores. With improved air travel
and internet / email communications, global networking is fast tracking opportunities across the world.
With this rich history of international co-operation, ARAA is highly appreciative of JARA offer to host and sponsor

On behalf of the Malaysia Automotive Recyclers Association (MAARA), I wish to take this opportunity to
congratulate JARA for successfully hosting the 2014 International Auto Recycling Roundtable（IRT 2014）in
Kushiro, Japan. It is an honor indeed for MAARA and our members to be present at this IART 2014 together with
other industry players who come from many other countries.
We are delighted to work together with JARA so as to establish a strong bilateral business relationship and be
able to mutually share the experience and exchange information through this IRT 2014 platform. I am confident that

MAARA which represents the auto recycling industry in Malaysia has been successfully promoting Malaysia as

I would like to congratulate to JARA and its leader automotive recyclers on the 2014 International Auto Recycling
Roundtable (IRT 2014) in Kushiro on behalf of the Alliance of Auto Recovery Technology Innovation (AARTI).
We are delighted to work together to share the information and ensure business relationship on the international
level through the IRT 2014.
The AARTI is a cooperation organization for technological innovation constituted by enterprises, universities,
research institutions, and industry society and association, for automobile product recycling technology research,
product R&D, production and service.
The alliance, aiming at enhancing core competence of automobile industry, centering on enterprise-led
collaboration of industry, academia, research and application, works on research and development of generic

イギリス自動車サルベージ連合の事務局長として、2014年のIRT国際会議の主催者である全日本自動車リサイクル事業連合
（NPO法人JARA）
に祝辞を述べたいと思います。
また、
ガイドブックには世界中の各リサイクラーズ団体に挨拶の機会をいただき感
謝申し上げます。
BVSFは、1998年イギリス政府と保険業界の要望によりAlan Greenouff氏によって設立されました。
それ以来BVSFはイギリスの
自動車サルベージ産業において多方面で支援し、現在ではイギリス国内のサルベージ自動車（引揚げ車）の買取業者のおよそ
75％を代表するまでになりました。
BVSFの主な目的は、政府・保険会社・ヨーロッパ委員会・警察・その他の産業団体との交渉で、個々のサルベージ会社の共通権
益を代表すると共に、彼らのビジネスに関連した全ての法律制定についてメンバー内でコンプライアンスを遵守するように自動車サ
ルベージ産業をマネージメントしています。
重ねて、
すべてのBVSF会員より皆様にお祝い申し上げると共に、今回のIRT国際会議は見逃せない素晴らしいイベントとなるこ

As the Secretary General of the BVSF I would like to take this opportunity to congratulate the Japanese Auto
Recyclers Association for not only hosting the 2014 International Auto Recycling Roundtable but also for giving
other Associations around the world the opportunity to provide a commemorative message for the guide book.
The BVSF was set up in 1998 by the late Alan Greenouff at the behest of the British Government and Insurance
industries. Since that time the BVSF has strived to assist the British Salvage Industry in all aspects of their day to
day work and currently represents approximately 75% of the vehicle salvage buyers in the UK.
The main objectives of the BVSF are to represent the common interests of independent salvage companies in
negotiations with Government, Insurers, European Commission, Police and indeed any other interested party and
to regulate the Vehicle Salvage Industry by ensuring compliance by its members with all legislation relevant to their
business operations. These objectives shall be achieved through the application of the BVSF constitution and the
rules and regulations with which its members must comply.
Once again, many congratulations from all at the BVSF, I feel sure that with JARA at the helm the 2014
International Auto Recycling Roundtable will be an event not to be missed.

21世紀は「環境の世紀」
と言われます。企画開発、
生産、
物流等に関わる多くの企業で地球環境との共存が叫ばれるように
なって久しいですが、
それが本当に生活に浸透してきたと実感できるようになってきたのはごく最近のことです。
日本経済の花形
というべき自動車産業において、
これまでなかなかクローズアップされて来なかった自動車リサイクルに注目が集まる事が多くなり
ました。
自動車メーカー、
引き取り業者、
解体事業者、
破砕事業者、
処理業を始めとする自動車リサイクルに係わる国内外の全て
の事業者が一丸にならなければ真の意味での廃自動車適正処理は実現不可能であろうと思います。特に中核を担う自動車
解体業者の役割は非常に重要で、
自動車リサイクルの将来を左右するといっても過言ではないかと考えます。

は、
世界レベルでの廃自動車の適正処理を追及し、
我々の後の世代に
より良い地球環境を譲るための第一歩として本国際会議を開催する所存でございます。

The 21 century is called “the century of the environment”. Those enterprises related to development, production,
and logistics have been calling for “coexistence with the earth” for a long time but we only found it in our life recently.
Since Automobile Recycling has been pay great attention to before. People begin to realize that without the
common understanding among all those automobile manufactures, dealers, automobiles dismantling, smashing
and disposal enterprises, there is no really proper disposal of ELV (End-of-Life Vehicle). Particularly, automobile
recyclers play a key role as the core that can be assumed as controlling the future of automobile recycling.
Japan Automotive Recyclers Association, a non-profit organization pursues proper disposal methods of ELV by
world leading level and takes the first step for leaving our posterity a good environment of the earth. It would be
appreciated that you will continue to understand and cooperate with us.

本IRT国際会議は、
循環型社会に相応しい使用済み自動車からのリサイクル素材やリサイクル部品の事業について、
世界
レベルで話し合う国際会議です。今日の自動車リサイクル産業は、有害物質の廃棄に至るまでの経済的、法律的な知識は勿
論、国際商品であるリサイクル素材の生産や国際相場、輸出入の知識、
さらには高品質なリサイクル部品やリビルト部品の生
産・流通などの専門知識も必要とされています。
ゆえに、
自動車静脈産業として積極的な環境保全へのアプローチのために、
本国際会議は自動車リサイクル事業者のみなら
ず広く一般ユーザーや他のステークホルダーとも共有し、
「リサイクルの優等生」
と称され、
地下資源に代わる人口鉱床（都市鉱
山）
の代表的な存在である自動車のリサイクルについて熱心な話し合いが成されることを願う次第です。
併せてこの機会に、
国連の「持続可能な発展のための教育、
ESD」理念を具体化し、
自動車リサイクル業界の将来を担う人材
育成についても話し合いが行われることを願う次第です。
This IRT meeting is an international conference discussed on a world level about the recycling material and
recycling parts from ELV, End of Life Vehicle suitable for a recycling society. Today's automotive recycling industry
is obviously needed economical and legal knowledge of a toxic substance treatment as well as production of
recycling material that is the international merchandise, knowledge of international rate and export/import
knowledge. Moreover, professional knowledge such as production/distribution of quality recycling parts & rebuilt
parts is also needed.
Therefore, for the approach to the positive environmental preservation as automotive vein industry, I hope indeed
automotive recyclers with car users and other stakeholder discuss eager about automotive recycling which is called
“the honor student of recycling” and evaluated as a typical artificial mine (urban mine) at the IRT meeting.
At this opportunity, I hope participants also discuss an idea of the United Nations, "Education for Sustainable
Development, ESD," relevant to personnel training for the future of the automotive recycling industry.

大量生産・大量消費の恩恵を享受した20世紀が過ぎ、環境問題を鑑みても21世紀は環境に対して真剣に向き合う必要性
が叫ばれています。
自動車処理における環境問題、
天然資源保護等は世界レベルでの解決が急がれている重大な懸案事項です。
この大問題
を解決するためには、
全世界の自動車リサイクル従事者が手を取り合い、
共通して抱える悩みや問題に対してお互いに協力し
あってこそ解決の光が見えるのではないかと私は考えています。
各国で行われている最新処理技術の情報交換、
自動車リサイクルの現場に居ればこそ気付く様々な問題点を通し、
全世界
の一般ユーザーにリサイクルパーツを安心して使用してもらえる
「世界標準の構築」など、
本会議において「21世紀の自動車リ
サイクル従事者があるべき姿」の確立を目指し、
盛んな討論を繰り広げる貴重な場となれば幸いに存じます。
We went through the 20th century enjoying production and consumption of large quantities that has been a boon
for our lives. With respect to problems of environment, we must take steps in the 21st century while questioning
ourselves upon that of 20th century. Environmental problems related to automobile disposal and natural resources
protection which are the most urgent pending problems in the world. In order to solve them, all automotive recycles
in the world have to strive for that and face problems hand in hand, I think the dawn of solving these problems will
come.
The latest disposal techniques from different countries and problems found at the site of automobile recycling will
be exchanged at the meeting so that the users all over the world can feel at ease when using recycled parts in
conformity with “The World Standard Structure”. We would be very glad to see that this meeting will become a stage
for wide and hot discussions for the purpose of the goal for Automotive Recyclers in the 21st Century can be
achieved”.
